Construction of the new top! store in Ulbroka is actively progressing, with the Topping-Out Ceremony marking a significant milestone in the project’s development. The store, located at 7 Institūta Street, is being built on the site of a previous top! store. The new shopping centre will be energy-efficient, multifunctional, and family-friendly. In addition to the top! grocery store, the new centre will feature a clothing and home goods store as well as a fast-food restaurant. This project reflects the long-term growth strategy of the local retail store chain top!, incorporating well-thought-out solutions that allow it to integrate seamlessly into Ulbroka’s rapidly evolving environment, where urban hustle meets the tranquillity of nature. The new top! store is expected to open its doors to customers in summer 2025. The project is being implemented by Mārksmens SIA, a 100% Latvian-owned company and a top! Partner and owner, which is investing over €3 million in the development.
“With a focus on the long-term development of the retail store chain top!, the current store premises and land were acquired back in 2021, and since then, we have been planning the project, securing approvals, and addressing various challenges. Finally, in 2024, we commenced construction and are now celebrating the Topping-Out Ceremony of the future top! store Ulbroka. Every aspect of this project has been carefully considered — not only to provide a wide selection of high-quality products but also to blend seamlessly into Ulbroka’s modern and family-oriented atmosphere. As environmental accessibility in the area improves and new public service buildings emerge, the construction of the new store also includes landscaping improvements and modern architectural solutions that will complement Ulbroka’s urban design. Additionally, we have attracted extra tenants to ensure that both local residents and visitors can conveniently purchase essential goods and access services all in one place,” explains Ilze Priedīte, Member of the Management Board and Marketing Director of the local store chain top!.
The shopping centre is being developed in line with top!’s commitment to environmental care. Both in the construction of the building and in the selection of equipment, energy-efficient and sustainable solutions are being implemented. Local design firm 3D Birojs SIA has incorporated neutral and natural colour tones into the store’s interior design, while the area surrounding the store will feature green spaces, benches for a peaceful atmosphere, and a parking lot for customer convenience. The first phase, which includes building the top! store, is already underway. The second phase will involve the demolition of the existing building, making way for a Pepco store and a Hesburger restaurant.

The 800 sq m sales area of the top! store will feature a significantly expanded product range, freshly baked pastries from an in-house bakery, and well-thought-out product placement solutions. Thanks to collaboration with subtenants, the shopping centre will provide everything needed for daily life — from home goods and clothing to catering services — eliminating the need for residents to travel to Riga for essentials.
